One of the best things about being a candidate for Mayor is getting to meet so many people from all around the island.
Folks are excited about all the new possibilities. I was at the bank recently and somehow got to speak to six people about the experience I would bring to the Mayor's office and the changes I think we need to move our island forward. The group spent 45 minutes talking about various issues, and then someone asked me about a negative article they saw in the newspaper.
Then I realized something -- unfortunate circumstances can be a blessing. It is only thru difficult times that people can get a glimpse of how I handle issues, and will continue to handle issues if I am elected mayor. I don't try to avoid issues, even though they may be uncomfortable and filled with misinformation and untrue allegations. But I handle those things like I handle everything else -- truthfully, honestly and openly.

Dear Stacy, please give us your stand on the issue of "TASERS". Many horrified and informed people on the Big Island have witnessed over the past couple of years how tasers are being used in almost every intance as a form of on the spot punishment by the arresting officer. These things are like Kanings in Singapore except there you go to court BEFORE the punishment is administered, our Constitution calls for the courts to decide punishments, not police. I am also concerned about the increased use of tasers in our law enforcement community. In reading some of the research material, I have seen and read about the reported abuses. As an elected official and a candidate for Mayor, I want to make sure that non of these abuses happen in our county and police force. I will be asking the police department for their written policy and procedures in the use of tasers. It is vital and important that the department have a very clear understanding and policy to ensure not only the police officers well being, but the general public at large. I personally would like to see if the policy regarding taser use, is similar to a police officer firing a weapon. If my understanding is correct, when an officer uses his weapon, he is placed on desk/administrative duty, so that the proper authorities can be sure that it was needed and warranted. This type of scrutiny would hopefully keep the use of tasers to a minimum level, and also place an administrative spot light to ensure transparency in the department. This is a difficult issue, because the law enforcement community has asked for this tool to better protect the well being of the officers and the public. I will try and get a better grasp of this issue in the remaining months of my council term to see if the program is really set up to ensure the safety of the public in general, and will be very vocal if the policies and procedures do not address my concerns.
